Legal Adviser to the Secretariat for Environmental Matters, CAFTA-DR
In addition to his post as legal adviser to the Secretariat for Environmental Matters, Professor Mancilla teaches at the Universidad Mariano Galvez, the University of Rafael Landivar, the Universidad San Carlos, and the School for Judicial Studies. His primary areas of specialization are International Environmental Law and Constitutional Law. Professor Mancilla received his law degree from the Universidad San Carlos de Guatemala, a Masters in Laws with focus on Constitutional Law from Universidad San Carlos de Guatemala, and his Doctoral Degree on Sociology and Political Science from Universidad Pontificia de Salamanca Spain. He is a member of the Smal Grants Program which is part of the UNPD, and member of the comity of International Union for Conservation of Nature.
