Barnes Joins Eastern District; Three Others Named to Bench

Four prominent alumni, led by U.S. Magistrate Judge Deborah Barnes, '86, rung in the new year with new judicial posts.

Barnes became the newest member of the U.S. District Court, Eastern District of California, in the late fall following her appointment by that circuit's judges. Her distinguished career in public practice includes more than two decades of service with the California Office of the Attorney General, most recently as a deputy AG in that department's natural resources section. Barnes joins two other alums on the 24-member district bench. Morrison England Jr.,'83, serves as a judge of the court, and Stanley Boone,'95, begins his fourth year as magistrate.

In November, Nevada Governor Brian Sandoval named David M. Jones, '92, to that state's Eighth Judicial District Court. Jones was a partner in the Las Vegas office of Lewis Brisbois Bisgaard & Smith. Sandoval cited Jones' work as a mediator/arbitrator and experience as a family court truancy diversion judge in making the appointment. Jones was sworn-in on Jan. 3.

On Dec. 23, California Governor Jerry Brown appointed JoAnn Bicego, '89, to a judgeship on the Siskiyou County Superior Court. The Yreka attorney has served as a commissioner of that court since 2009. She began her legal career in private practice, later serving in the county counsel's office. Her husband, Rob Bicego, '99, is a workers' comp attorney.

Also in late December, Governor Brown appointed Kevin Rosenberg, '94, to the Los Angeles Superior Court. Rosenberg has more than 20 years of trial and appellate experience as a federal prosecutor and U.S. Navy JAG Corps officer. A nationally recognized expert on complex criminal cases and white-collar defense, he most recently served in an of-counsel capacity with Lowenstein & Weatherwax LLP.
