McGeorge School of Law Professor J. Clark Kelso wrote the article, "California Supreme Court's term: Following the lead," that appears in the September 2016 issue of the California Bar Journal. His article begins with "Some of the most interesting decisions during the California Supreme Court's 2015-16 term were ones where the court essentially followed the lead set by other lawmaking entities, even when that lead may have taken the court in a direction that it otherwise would not have gone by itself." Read the full analysis at calbarjournal.com. Professor Kelso has been authoring an annual California Supreme Court review article for the publication since 1999.

Professor Kelso, the law school's Associate Dean for Strategic Initiatives, is one of the leading authorities on judicial administration in California. Generally recognized as "Mr. Fix-It" for California State Government, Professor Kelso has held a number of high-level positions in California's Executive Branch, including service as California's Insurance Commissioner, Director of the Department of Information Technology, Director of the California Performance Review, Director of the Department of General Services, Chair of the California Earthquake Authority and for six years, as the State's Chief Information Officer. 

In 2008, Professor Kelso was appointed by federal District Judge Thelton E. Henderson as the federal receiver for California's prison medical care system, charged with making changes in that system to bring it into conformity with constitutional minimums. A 1983 graduate of the Columbia University School of Law, Professor Kelso clerked for the Honorable Anthony M. Kennedy on the United States Court of Appeal for the Ninth Circuit. He joined the faculty at the University of the Pacific McGeorge School of Law in 1986. (Read full bio.)
